Drafting assistance, testimony and briefings

Help is available to legislators and staff considering introduction, at no charge.

Michael G. Leahy, JD, drafted the model acts and is available to legislators, committee staff and legislative counsel for:

  • Drafting. Adapting the acts to your state's code, constitution and agency structure, including conforming amendments and institutional placement of the Data Trusteeship Authority.
  • Testimony. Committee testimony on the constitutional basis, the architecture and implementation.
  • Briefings. Staff and caucus briefings, in person or remote.
  • Technical review. Working with your state CIO's office on feasibility and procurement.

As Maryland's Secretary of Information Technology from 2017 to 2023 and President of NASCIO in 2021 and 2022, he has managed the systems the acts govern. He has worked with Utah on its digital identity legislation since 2023.
