Is this a privacy-maximizing framework?
No. It is a framework for limited informational government. Legitimate public functions still require information, but standing capability must remain within necessity and legitimate authority.
Does security solve the problem?
Security protects information against unauthorized access. It does not determine whether government should possess a capability in the first place.
Can government outsource the limits?
No. A vendor does not automatically become a governmental fiduciary, but government cannot evade its duties or capability limits through ordinary vendor arrangements.
What about emergencies?
Exceptional capability should follow a defined trigger, renewed authority, time and scope limits, review, expiration, and deletion. An emergency exception should not become permanent standing power.
