Your driver's license does not call the DMV every time you show it. A digital equivalent should avoid unnecessary issuer, intermediary, or government observation when verification can occur without it.
Evaluate ordinary access arrangements, metadata, inference, vendors, and capability activated through routine operations. A narrow data flow does not necessarily imply narrow governmental power.
