Government should procure necessary functions rather than unnecessary bundled or generalized capability and should test continuing conformance throughout the lifecycle.
Evaluate ordinary access arrangements, metadata, inference, vendors, and capability activated through routine operations. A narrow data flow does not necessarily imply narrow governmental power.
